Landscape projects and typical costs in Mountain View
A Mountain View project can combine pavers, a low wall and new planting. The figures below are our published San Jose ranges.
| Work | Published range | Details |
|---|---|---|
| Paver patio | About $15 to $30 per sq ft installed (San Jose); 3 to 7 days for most patios | Pavers and hardscape |
| Retaining wall | About $50 to $100 per square foot of wall face (San Jose) | Retaining walls |
| Artificial turf | $8 to $15 per sq ft installed (California) | Turf and sod |
| Landscape lighting | $2,000 to $6,000 (San Jose) | Outdoor lighting |
| Complete backyard renovation | $25,000 to $75,000+, 2 to 6 weeks (San Jose) | Construction and renovation |
Pavers and wall systems come from brands such as Belgard, Techo-Bloc, Calstone and Basalite. The lifetime paver warranty covers materials and workmanship, and artificial turf is warranted for 15 years.

Mountain View permits for retaining walls and fences
The City's Fences or Walls page (checked October 2026) says that at a single-family home, a wood fence 6 ft tall or less needs no permit, while a non-wood fence or any retaining wall needs a building permit, whatever its height. Fences over 6 ft also need a planning permit.
On an interior lot, the City allows 3 ft in the first 20 ft back from the front property line and 6 ft along the side and rear, rising to 7 ft only with a planning permit and written consent from the neighbors next door. On corner lots, fences are limited to 3 ft inside the 35 ft visibility triangle at the intersection, and a street-side fence has to sit 5 ft back from the side property line.
Height is measured from the adjacent grade to the top of the fence, posts and lattice included. The City lists typical permit times of 7 days for wood fences and 14 days for non-wood fences or walls. Its $200 to $900 building permit fee range covers non-wood fences or walls up to 6 ft at single-family homes, for construction valuations of $2,000 to $14,000. For townhome, condo and other HOA properties, get HOA approval before applying to the City.
At a single-family home in Mountain View, allow time to obtain a building permit for any retaining wall.
Protected Heritage trees in Mountain View
According to the City's Trees page (checked October 2026), any oak, redwood or cedar with a trunk circumference of 12 in or more, measured 54 in above natural grade, is a Heritage tree. So is any other tree measuring 48 in or more around at that height. A tree that forks below 54 in qualifies as a Heritage tree when it measures 48 in around just below the first major fork.
Removing a Heritage tree or a street tree needs a City permit, and staff may inspect the replacement planting afterward. On a single-family or duplex lot, a tree that is neither a Heritage tree nor a street tree can come out without a permit. Removing a Heritage tree inside an HOA community needs written authorization from the HOA Board with the application.
Oaks qualify at a much smaller size than other trees, so measure any oak, redwood or cedar near a planned trench or footing before the layout is final. If you are adding trees, our planting and tree installation page explains the work, and plants are warranted for up to 1 year.
Water conservation rules for Mountain View landscapes
Mountain View runs its own water utility. Its water-use regulations page (checked October 2026) notes that the Stage 2 water shortage emergency was rescinded on May 23, 2023, and lists the rules in force at all times: keep runoff out of gutters and off sidewalks and streets, do not leave broken equipment wasting water, use an automatic shutoff on any hose used to wash paving or vehicles, and fix leaks within ten days.
For single-family homes and duplexes, the City's landscaping page (checked October 2026) says its Water Conservation in Landscaping Regulations do not apply. They cover projects that need a Planning permit and add or modify 500 sq ft or more of landscaping, and landscaping work at multi-family, HOA, commercial and industrial properties needs a City permit.
We install drip and spray irrigation with Rain Bird and Hunter equipment and Rachio or Hunter Hydrawise smart controllers. Irrigation carries a 2-year warranty.
When Mountain View businesses and HOAs must stop watering decorative lawn
Under state law AB 1572, the City's nonfunctional turfgrass page (checked October 2026) explains that drinking water may no longer be used to irrigate purely ornamental lawn at commercial, industrial and institutional properties from January 1, 2028, and in HOA common areas from January 1, 2029. Individually owned homes, apartment buildings and sites watered with recycled water are not affected. The City Council has a public hearing on the local rules scheduled for November 10, 2026.
The same page points affected owners to Valley Water rebates of $2.00 per sq ft for landscape conversion and $1.00 per sq ft for lawn-to-mulch projects, up to $100,000 per site. We design the replacement planting, convert spray zones to drip and can take on ongoing maintenance afterward.
Homeowners who replace a lawn can apply to the same Valley Water program (checked October 2026) for $2 per sq ft, with at least 75 sq ft converted and half the area covered by qualifying plants. A combined lifetime cap of $3,000 per residential site applies across all rebate types, while funding lasts. The lawn must still be in place at the pre-inspection, and you need Valley Water's Notice to Proceed before starting any work or buying any equipment. Artificial turf earns no rebate.

David and Obed were great from start to finish. They gave us solid advice on design choices and made sure our vision drove the project. They took a backyard full of dirt and turned it into our family's dream outdoor space. Highly recommend!

David's team did a beautiful job transforming my yard into a gorgeous patio. They worked closely with me to bring my design to life and went the extra mile to make sure everything was right. Honest work, no hidden costs, no surprises.
Cupertino, CA
Big job: stump removal, full irrigation replacement, new sod, paver driveway, retaining walls, and lighting. It turned out more beautiful than we imagined. We liked the results so much we had them redo the front yard a few months later.
San Jose, CA
I cannot recommend this company enough. David turned my backyard, basically a giant hill of dirt and weeds, into a gorgeous oasis of fruit trees, plants, flowers, and retaining walls. Working with him was a real pleasure and the pricing was very fair.

This was our second time using Landscape Associates, at a different property. David, Obed, and the crew added new paver stones, a planter, and expanded our irrigation. They even took care of drainage issues the original home builders had left behind.

Landscape Associates did a full remodel of my front and back yards. David understood exactly what I had in mind, delivered the yard I hoped for, and somehow made it even better. He kept in touch through every step and his crew was respectful of my property.

If I could give more stars I would. Workers showed up every single day at 8:30am sharp. David was always easy to reach and when I had changes mid-project, they accommodated every one without complaint. The customer service really set them apart.
Milpitas, CA
Great communication throughout and they walked us through every step. The paver patio and driveway are flawlessly integrated. We would absolutely hire them again. In fact I was already texting David about redoing the entire front yard.
San Jose, CA
We are very happy with the results. David installed a new front lawn and side yard plantings and the whole project wrapped up in a week. We were impressed that they renewed our entire irrigation system as part of the job. Would recommend to anyone in the area.

3 ft within the first 20 ft from the front property line, per the City's Fences or Walls page (checked October 2026). On interior lots, side and rear fences may reach 6 ft, or 7 ft with a planning permit and written neighbor consent; corner lots have separate visibility and setback rules. Which trees are protected in Mountain View?
Heritage trees: any oak, redwood or cedar 12 in or more around at 54 in above grade, and any other tree 48 in or more around at that height, plus designated groves. Removing a Heritage tree or a street tree needs a City permit. See the Trees page (checked October 2026).
