The San Benito County turf removal rebate, step by step
Hollister lawn rebates come from the Water Resources Association of San Benito County (WRASBC), not from Valley Water. For eligible owners whose water comes from the City of Hollister, the City of San Juan Bautista, Sunnyslope County Water District or Zone 6 of the San Benito County Water District, its turf removal terms (checked October 2026) offer $2 per square foot for approved conversions of 100 to 1,000 sq ft, from $200 up to $2,000 per site. The same minimum and maximum apply to single-family homes, multi-family buildings and commercial sites.
- You must own the property, and the lawn must still be maintained and irrigated when it is measured at the pre-inspection.
- Wait for the WRASBC Approval Letter before removing anything: projects already started or finished, and new construction, do not qualify.
- Low- or moderate-water-use plants must cover at least 25% of the rehabilitated area.
- Permeable hardscape counts toward the new landscape: pavers, crushed granite, decorative stone and mulch are the program's own examples.
- Any irrigation in the converted area must be leak-free, low-volume drip, micro-spray or bubblers.
- The post-inspection must happen within 120 days of the Approval Letter; checks follow in four to six weeks.
Sod, seed, solid concrete, decking, retaining walls, fences and pools do not count toward the rebate, and lawn may not be put back while you own the home. Rebates of $600 or more may be taxable, so WRASBC asks for a W-9. Our paver work carries a lifetime warranty on materials and workmanship.

Why lawns use so much water in Hollister
WRASBC states that turf can use up to 80 inches of water a year in the local climate, while the area receives about 11 to 13 inches of rain in an average year. The San Benito County Water District's conservation page (checked October 2026) reports that daily use in the Hollister Urban Area fell from 212 gallons per person in 1998 to 105 in the 2015 water plan, and to 87 in the latest update.
WRASBC also reviews landscape plans for compliance with the State's Model Water Efficient Landscape Ordinance, so a larger new landscape should be drawn with that review in mind. Planting we install carries a warranty of up to 1 year.
City water or Sunnyslope: who serves your Hollister address
Per Sunnyslope County Water District (checked October 2026), Sunnyslope generally serves homes on the eastern side of Hollister and some surrounding unincorporated county land, and the City of Hollister also provides water service. Check the service-area map and your water bill to see which one serves your address.
Either way, WRASBC runs the conservation programs. Its rebates and programs page (checked October 2026) lists a free leak check, open to customers of Sunnyslope, the City of Hollister, the City of San Juan Bautista and Zone 6 of the San Benito County Water District, and a $100 landscape hardware rebate toward Hunter MP Rotator nozzles, hose timers and rain sensors. Call WRASBC at (831) 637-4378.
For ideas before you plan, WRASBC keeps a Water Wise Demonstration Garden at Dunne Park, at Sixth and Powell Streets downtown, with free Strolling, Meadow and Dry-Creek landscape plans. Our irrigation installs, including drip conversions, carry a 2-year warranty.
Hollister building codes, zoning rules and wildfire risk
Hollister adopted the 2025 California building codes through Ordinance 1263, effective January 1, 2026, and its 2025 Fire Code through Ordinance 1264. The City's Building Division page (checked October 2026) explains that the local amendments respond to hot, dry summers, seasonal high winds, periodic droughts, wildland urban interface areas and the nearby San Andreas Fault. The Building Division is at 339 Fifth Street, (831) 636-4355.
Fence, wall and setback limits sit in Title 17 of the Hollister Municipal Code, which the City is rewriting in phases. Its Zoning Ordinance Updates page (checked October 2026) says a later phase will replace the remaining regulatory sections, so confirm the current limits for a fence or retaining wall with Planning at (831) 636-4360 before building.
Planting a street tree in front of a Hollister home
On October 16, 2023, the City Council adopted a tree-planting policy (checked October 2026) for trees in the public right of way. A resident applies to Public Works, chooses a species from the Approved Street Trees List and waits for staff to confirm the spacing.
The resident is responsible for installing and maintaining irrigation for the new tree. The City may remove a tree planted in violation of the policy without compensation. Ask Public Works about the irrigation requirements before a parkway tree goes into your front-yard plan.

David and Obed were great from start to finish. They gave us solid advice on design choices and made sure our vision drove the project. They took a backyard full of dirt and turned it into our family's dream outdoor space. Highly recommend!

David's team did a beautiful job transforming my yard into a gorgeous patio. They worked closely with me to bring my design to life and went the extra mile to make sure everything was right. Honest work, no hidden costs, no surprises.

Big job: stump removal, full irrigation replacement, new sod, paver driveway, retaining walls, and lighting. It turned out more beautiful than we imagined. We liked the results so much we had them redo the front yard a few months later.
San Jose, CA
I cannot recommend this company enough. David turned my backyard, basically a giant hill of dirt and weeds, into a gorgeous oasis of fruit trees, plants, flowers, and retaining walls. Working with him was a real pleasure and the pricing was very fair.

This was our second time using Landscape Associates, at a different property. David, Obed, and the crew added new paver stones, a planter, and expanded our irrigation. They even took care of drainage issues the original home builders had left behind.

Landscape Associates did a full remodel of my front and back yards. David understood exactly what I had in mind, delivered the yard I hoped for, and somehow made it even better. He kept in touch through every step and his crew was respectful of my property.

If I could give more stars I would. Workers showed up every single day at 8:30am sharp. David was always easy to reach and when I had changes mid-project, they accommodated every one without complaint. The customer service really set them apart.
Milpitas, CA
Great communication throughout and they walked us through every step. The paver patio and driveway are flawlessly integrated. We would absolutely hire them again. In fact I was already texting David about redoing the entire front yard.
San Jose, CA
We are very happy with the results. David installed a new front lawn and side yard plantings and the whole project wrapped up in a week. We were impressed that they renewed our entire irrigation system as part of the job. Would recommend to anyone in the area.
