Commercial landscaping and lawn replacement for HOA communities in Milpitas

Businesses and HOA communities in this part of Silicon Valley should review their decorative lawn areas before upgrading irrigation. Milpitas already prohibits using drinking water on nonfunctional turf at commercial, industrial and institutional properties, according to the City's Water Use Restrictions page (checked November 2026). It describes this turf as ornamental lawn without a recreational purpose for people.

The City's separate Nonfunctional Turf Watering Ban page (checked November 2026) lists AB 1572 deadlines of January 1, 2028 for commercial, industrial and institutional properties and January 1, 2029 for HOA common areas. Those deadlines do not delay the restriction already in place for commercial properties. The page says the state law does not cover single-family residential turf or turf irrigated with recycled water.

For Milpitas commercial properties, our work covers landscape installation, lawn conversions, drip irrigation retrofits and ongoing maintenance. Replacing decorative lawn with planted beds also gives the property owner a chance to review irrigation for that area.

The City explains that AB 1572 prohibits using drinking water to irrigate turf covered by the law; it does not require removing that turf. Trees within those lawn areas still need consideration: the City allows necessary tree watering, with water directed beneath the canopy rather than across the surrounding lawn.

Milpitas watering days, sprinkler hours and rebates

Under the City's permanent watering restrictions (checked November 2026), sprinklers may run before 9 a.m. or after 6 p.m. Odd-numbered addresses have Monday, Wednesday, Thursday and Saturday watering days; even-numbered addresses have Tuesday, Thursday, Friday and Sunday. Properties without a street number have Monday, Tuesday, Thursday and Sunday.

The same guidance prohibits outdoor irrigation during measurable rainfall and for 48 hours afterward, runoff into gutters or onto sidewalks, driveways or streets, and use of defective irrigation equipment. An allowed watering day does not cancel the rain restriction.

Milpitas lists lawn-conversion and irrigation-equipment incentives on its Rebates and Free Programs page (checked November 2026), with application and approval required before purchases or work. Valley Water's landscape rebate instructions (checked November 2026) likewise require a written Notice to Proceed before lawn removal or material purchases. Confirm current rates and eligibility before including a rebate in your budget.

Our irrigation options include Rain Bird and Hunter components with Rachio or Hunter Hydrawise smart controllers. When requesting an estimate to upgrade irrigation at your Milpitas property, discuss the areas your system waters and the planting beds you plan to keep.

Milpitas fence heights and retaining-wall permits

Outside the Hillside district, the City's published Zoning Ordinance (checked November 2026) generally limits fences, walls and dense continuous hedges to 42 inches in required front setbacks and 6 feet in required interior-side and rear setbacks. In required street-side setbacks, the limit is 42 inches within 10 feet of the property line and 6 feet at 10 feet or more.

For residential work, the Fence or Retaining Wall handout (checked November 2026) calls for a Planning Department Minor Site permit for every new or replacement fence and retaining wall. It also calls for a building permit for pool or spa fences, other fences over 7 feet, and retaining walls over 4 feet or supporting an additional load, known as a surcharge.

The handout measures retaining walls from the bottom of the footing to the top of the wall, so the visible height alone does not determine whether a permit is needed. It also says HOA approval is needed for exterior work on HOA-regulated properties. Confirm both the allowed height and the approvals before planning a residential retaining wall.

Protected trees on Milpitas residential and commercial property

Tree size is measured differently here from several neighboring cities. The City's Tree Removal Checklist (checked November 2026) uses trunk circumference measured 4.5 feet above the ground: 56 inches or more on developed residential property and 37 inches or more on developed commercial or industrial property.

For protected trees removed from private property, that checklist describes a removal permit and two replacement trees for each tree removed. The replacements may be planted elsewhere on the same property; their location can therefore affect where new beds or irrigation will go.

Size is not the only reason to check before tree work. The City's tree-maintenance FAQs (checked November 2026) say owners need written City permission before pruning or removing heritage trees, protected trees or street trees, which may stand on private property. Consider those trees early when laying out a home patio or a commercial lawn conversion.

Landscaping options and cost estimates for Milpitas homes

At home, your project can combine a paver patio or walkway with planting, turf, irrigation, drainage and lighting. David can work through the yard layout with you during the free estimate, or the installation can follow plans you already have.

For an initial budget, our published San Jose guide gives about $15 to $30 per sq ft for a paver patio and $3,000 to $10,000 for an irrigation system. Our published California price range for artificial turf is $8 to $15 per sq ft. These references are not a Milpitas quote.

Our San Jose price range for a full backyard renovation is $25,000 to $75,000+, and projects usually take 2 to 6 weeks. At the Milpitas site visit, we identify the work needed so we can price your project individually.

Warranty coverage is lifetime on paver materials and workmanship, 15 years on artificial turf, 2 years on irrigation, 2 years on lighting, 2 years on drainage and up to 1 year on plants.

If I could give more stars I would. Workers showed up every single day at 8:30am sharp. David was always easy to reach and when I had changes mid-project, they accommodated every one without complaint. The customer service really set them apart.

Big job: stump removal, full irrigation replacement, new sod, paver driveway, retaining walls, and lighting. It turned out more beautiful than we imagined. We liked the results so much we had them redo the front yard a few months later.

This was our second time using Landscape Associates, at a different property. David, Obed, and the crew added new paver stones, a planter, and expanded our irrigation. They even took care of drainage issues the original home builders had left behind.

Frequently Asked Questions

Call (408) 207-5545
Do you offer commercial landscape maintenance in Milpitas?

Milpitas businesses and HOA properties can request ongoing landscape maintenance as well as installation, lawn conversions and drip irrigation retrofits. Contact (408) 207-5545 by phone or text to arrange a free property visit and discuss the work.

Can a Milpitas business water ornamental lawn until 2028?

The City already lists a prohibition on potable watering of nonfunctional turf at commercial, industrial and institutional properties in its current water restrictions (checked November 2026). The January 1, 2028 commercial deadline on its AB 1572 page (checked November 2026) does not defer that existing restriction.

How does the turf watering ban affect Milpitas HOAs?

The City lists January 1, 2029 as the AB 1572 deadline for HOA common areas, and explains that the HOA restriction concerns turf owned by the association. It says the law does not affect single-family residential turf or turf watered with recycled water, and does not require covered turf to be removed. See the Milpitas turf-watering guidance (checked November 2026) for the category rules.

Which days can I water a Milpitas yard?

Odd addresses may water Monday, Wednesday, Thursday and Saturday; even addresses use Tuesday, Thursday, Friday and Sunday; sites without street numbers use Monday, Tuesday, Thursday and Sunday. Sprinkler operation must be before 9 a.m. or after 6 p.m., with no outdoor watering during or within 48 hours after measurable rainfall. These limits come from the City watering schedule (checked November 2026).

Does a short replacement fence need a Milpitas permit?

The City's residential handout requires a Planning Department Minor Site permit for all replacement fences and retaining walls, even when their height does not trigger a building permit. Building approval is separately required for pool or spa fences, other fences above 7 feet, and retaining walls above 4 feet or carrying a surcharge. Source: Fence or Retaining Wall handout (checked November 2026).

Does the tree size that qualifies for protection differ between Milpitas homes and businesses?

The City uses a 56-inch trunk circumference on developed residential property and a 37-inch circumference on developed commercial or industrial property, both measured 4.5 feet above ground. These are circumference measurements, not diameters; other protections can apply to heritage and street trees. Consult the tree-removal checklist (checked November 2026) and City tree FAQs (checked November 2026) before arranging tree work.

When should I apply for a rebate to replace my Milpitas lawn?

Apply before buying equipment or beginning the conversion, as directed by the Milpitas rebate page (checked November 2026). Valley Water also requires its written Notice to Proceed before lawn removal or material purchases, so review the program instructions (checked November 2026) while the existing lawn is still in place.
