Retaining wall installation services: San Jose, Saratoga, Los Gatos
We build concrete block, natural stone, reinforced-soil, gravity and terraced retaining walls. The right one depends on how much soil the wall holds back, what sits above it (a driveway, a patio, a slope) and how the finished yard should look. Block and segmental walls use Belgard, Techo-Bloc, Calstone and Basalite wall systems. Here is what each type is usually chosen for.
| Wall type | Best for | Typical use | Base and drainage | Relative cost |
|---|---|---|---|---|
| Concrete block (CMU) | Straight walls, driveway edges, walls finished with stone or stucco | Low to medium-height walls; taller walls with an engineered design | Concrete footing, drain pipe, drain rock, filter fabric | Mid |
| Segmental block (gravity wall) | Garden walls, planters, curved terraces | Low walls; taller walls with geogrid reinforcement | Compacted gravel base, drain pipe, drain rock | Lower to mid |
| Natural stone or boulder | Hillside lots, creek-side yards, a natural look | Low to medium-height walls | Compacted base, drain rock behind the stone | Higher |
| Poured concrete | Walls that support a driveway or a structure; sites with little room | Height set by the engineered design and the city's rules | Engineered footing, weep holes or a drain pipe | Higher |
| Reinforced soil (geogrid) | Taller block walls on slopes | Medium-height to tall walls | Layers of reinforcing grid in compacted fill, plus a drain pipe | Mid to higher |
| Terraced walls | Steep lots where one tall wall is not allowed or not wanted | Two or more lower walls with planted terraces between them | Each wall gets its own base and drainage | Depends on the number of walls |
Wall height rules vary by city. On Los Gatos hillside lots, for example, the Town guideline says walls should not be higher than 5 ft and terraced walls should be at least 3 ft apart. Town of Los Gatos hillside standards (checked October 2026).

What a retaining wall costs in San Jose and Saratoga
Budget about $50 to $100 per square foot of wall face for a retaining wall in San Jose, and $60 to $120 per square foot of wall face for a Saratoga hillside wall. Wall face is the wall's length multiplied by its visible height. The price depends on the wall's height, its footing and drainage, and how easily equipment can reach the site. Where the city requires engineering or a permit, ask for those costs as separate lines in the estimate.
Three examples using those ranges:
- Block garden wall in San Jose, 3 ft high and 40 ft long: 120 sq ft of wall face. At $50 to $100 per sq ft, that is $6,000 to $12,000.
- Wall in San Jose, 4 ft high and 100 ft long: 400 sq ft of wall face. At $50 to $100 per sq ft, that is $20,000 to $40,000.
- Hillside wall in Saratoga, 3 ft high and 40 ft long: 120 sq ft of wall face. At $60 to $120 per sq ft, that is $7,200 to $14,400.
These are planning figures, not quotes. Every Landscape Associates estimate is priced by project and itemized. Retaining wall permits and height rules by city
The height at which a retaining wall needs a permit, and the height it may reach at all, is set by each city. Here are the rules for the main cities we serve, each linked to the city's own page.
San Jose: building permit above 2 ft, grading permit at 4 ft or with a surcharge
On single-family and duplex lots, the City of San Jose requires a building permit, plus a Planning permit, for any retaining wall higher than 2 ft measured from existing grade. A wall that supports a surcharge, or that measures 4 ft or more from the bottom of the footing to the top, also needs a Public Works grading permit. A surcharge is extra load on the wall: a slope behind it of 3:1 or steeper, a structure's footing, or vehicle loads such as a driveway. City of San Jose fences and retaining walls page (checked October 2026).
Saratoga: 7 ft maximum, 3 ft in front and exterior-side setbacks
Saratoga City Code 15-29.010 caps retaining walls at 7 ft, raised from 5 ft by Ordinance 406 in March 2025 (the City's older fence handout still shows 5 ft). A retaining wall in a front or exterior-side setback may not exceed 3 ft, and within 50 ft of a street intersection or 12 ft of a driveway, walls, fences and hedges are limited to 3 ft. City of Saratoga planning FAQ (checked October 2026). In areas with geologic hazards, which the City gives hillsides (landslide) and land near creeks (liquefaction) as examples, new structures, additions and basements need geotechnical clearance: an $850 fee plus a $5,000 consultant deposit for the first lot; the clearance page does not mention retaining walls specifically. Saratoga geotechnical clearance page (checked October 2026). No Saratoga page states the wall height at which a building permit is required; check that with the City for your site.
Los Gatos hillside lots: the Town's wall height and spacing guidelines
The Town of Los Gatos hillside standards and guidelines say retaining walls should not be higher than 5 ft and terraced walls should be at least 3 ft apart. Walls shall not be used to create large flat yards, and any wall visible from a public street shall have a natural stone, stained concrete or textured veneer. Town of Los Gatos hillside standards (checked October 2026).
Monte Sereno: when a retaining wall needs a building permit
In Monte Sereno a retaining wall not over 4 ft, measured from the bottom of the footing to the top of the wall, needs no building permit unless it supports a surcharge. Other approvals may still apply. Monte Sereno runs its own Building Department, so where a permit is required it comes from the City, not from Los Gatos or the County. City of Monte Sereno building permit FAQ (checked October 2026).
Los Altos Hills is stricter: the Town requires a Zoning Permit for any fence, column or wall, and a building permit may also be required. Town of Los Altos Hills fences and walls packet (checked October 2026). Whatever the city, a wall that holds back a slope, a driveway or a building's footing carries more load than a garden wall, and that load shapes the design and the base.
Base and drainage: why retaining walls fail
Most retaining wall failures are caused by water building up behind the wall or movement in the base, not by weak blocks. A retaining wall that lasts needs:
- A compacted base or a concrete footing sized for the wall, not a trench of loose soil.
- A perforated drain pipe behind the wall that empties above ground or connects to a drainage system.
- Drain rock wrapped in filter fabric to keep fine soil from clogging the pipe.
- A slight lean back into the slope (called batter) where the design calls for it.
- Backfill compacted in layers, not dumped in one go.
- Weep holes or an outlet on poured concrete and block walls.
The common mistakes: a wall built on topsoil, no drain pipe, solid fill packed against the wall, a 2 ft garden wall stacked with no base, and a wall asked to hold a slope it was never designed for. Water is the usual cause, which is why the wall and the yard's drainage should be planned together.
Retaining walls on hillside lots in Saratoga, Los Gatos, Monte Sereno and Los Altos Hills
On a sloped lot the wall is only part of the job. Terracing turns one steep bank into two or three usable levels, erosion control keeps the slope above the wall in place, and the wall has to tie cleanly into the patio, the turf and the planting below it. On Los Gatos hillside lots the Town rules out walls that create large flat yards, so the design has to work with the slope.
In Saratoga, hillside and creek-side sites can need geotechnical clearance before a structure goes in. Monte Sereno runs its own Building Department for the walls that need a permit. In Los Altos Hills every wall starts with a Zoning Permit (Town packet (checked October 2026)).
How a retaining wall project runs
Site visit and itemized estimate
We reply within 24 hours and come out for a free on-site estimate. We measure the wall, look at the slope above it and at how water drains today, then give you an itemized price.
Design, engineering and permit review
We settle the wall type, finish and height, and the design goes to an engineer where the city requires it. Ask us about permits for your city before digging begins; the rules for each city are listed above.
Excavation and base
The trench is cut to the design depth and the compacted base or concrete footing goes in.
Building the wall and its drainage
The wall goes up one course at a time, with the drain pipe, drain rock and filter fabric placed behind it as it rises.
Backfill behind the wall
Fill is placed behind the wall in layers and compacted. Reinforced-soil walls get their geogrid layers as the fill goes in.
Caps, steps and planting
Wall caps and steps go on, then the planting above and below the wall and any paving or turf that meets it.
Walkthrough with you
We walk the finished wall with you, show you where the water drains out, and go through the itemized scope.

Big job: stump removal, full irrigation replacement, new sod, paver driveway, retaining walls, and lighting. It turned out more beautiful than we imagined. We liked the results so much we had them redo the front yard a few months later.

I cannot recommend this company enough. David turned my backyard, basically a giant hill of dirt and weeds, into a gorgeous oasis of fruit trees, plants, flowers, and retaining walls. Working with him was a real pleasure and the pricing was very fair.

This was our second time using Landscape Associates, at a different property. David, Obed, and the crew added new paver stones, a planter, and expanded our irrigation. They even took care of drainage issues the original home builders had left behind.

Landscape Associates did a full remodel of my front and back yards. David understood exactly what I had in mind, delivered the yard I hoped for, and somehow made it even better. He kept in touch through every step and his crew was respectful of my property.

If I could give more stars I would. Workers showed up every single day at 8:30am sharp. David was always easy to reach and when I had changes mid-project, they accommodated every one without complaint. The customer service really set them apart.
Milpitas, CA
Great communication throughout and they walked us through every step. The paver patio and driveway are flawlessly integrated. We would absolutely hire them again. In fact I was already texting David about redoing the entire front yard.

We are very happy with the results. David installed a new front lawn and side yard plantings and the whole project wrapped up in a week. We were impressed that they renewed our entire irrigation system as part of the job. Would recommend to anyone in the area.

Frequently Asked Questions
Call (408) 207-5545What is the highest retaining wall I can build without a permit?
San Jose: on a single-family lot, any wall over 2 ft above grade needs building and Planning permits, plus a grading permit if it carries a surcharge or measures 4 ft or more from footing bottom to top (City of San Jose wall rules (checked October 2026)). Monte Sereno: no building permit up to 4 ft measured the same way with no surcharge (City FAQ (checked October 2026)).
Do you build garden walls as well as structural retaining walls?
Yes. We build low garden walls, planter walls and seat walls as well as retaining walls that hold back a slope. Each wall is itemized in the estimate with any drainage behind it. Where a garden wall holds back soil, the retaining wall permit rules for your city on this page apply to it; ask us about permits before the layout is final.
How much does a retaining wall cost per square foot of wall face?
In San Jose, Landscape Associates of CA builds retaining walls for about $50 to $100 per square foot of wall face. Saratoga hillside walls run $60 to $120. Wall face is the wall's length multiplied by its visible height. Every estimate is priced by project and itemized.
What does a 4 ft by 100 ft retaining wall cost?
A wall 4 ft high and 100 ft long has 400 sq ft of wall face. At San Jose rates of $50 to $100 per sq ft that is $20,000 to $40,000. At Saratoga hillside rates of $60 to $120 it is $24,000 to $48,000. On a San Jose single-family lot a wall that height needs building and Planning permits and, at 4 ft or more measured from the bottom of the footing to the top of the wall, a Public Works grading permit as well; a surcharge triggers the grading permit at any height (City page, checked October 2026).
What is the cheapest type of retaining wall?
For low garden walls, segmental block on a compacted gravel base is usually the least expensive option. Natural stone and poured concrete cost more. What the wall supports affects the cost more than the material: the soil and loads a wall holds back shape its design, its base and its cost.
Do I need a permit for a retaining wall in San Jose?
On single-family and duplex lots the City of San Jose requires a building permit and a Planning permit for any retaining wall higher than 2 ft above existing grade, and a Public Works grading permit for a wall that supports a surcharge or measures 4 ft or more from the bottom of the footing to the top of the wall. Source: the City of San Jose fences and retaining walls page, checked October 2026.
What are the retaining wall rules in Saratoga?
Saratoga City Code 15-29.010 limits retaining walls to 7 ft, and to 3 ft in a front or exterior-side setback (City planning FAQ, checked October 2026). In geologic hazard areas (the City gives hillsides and creek-side land as examples) new structures need geotechnical clearance; that page does not mention retaining walls specifically. No City page states the wall height at which a building permit is required, so check that with the City for your site.
Does a 3 to 4 ft retaining wall need drainage?
Yes. Water pressure can build up behind a wall of any height, and if it has nowhere to go even a 3 to 4 ft wall can crack or lean. A perforated drain pipe, drain rock and filter fabric behind the wall, with the pipe run to an outlet, is standard on a wall that size.
Does a 2 ft retaining wall need a footing?
It needs a proper base. A 2 ft wall stacked on topsoil can settle and lean. Segmental block walls sit on a compacted gravel base; concrete block and poured walls sit on a concrete footing. In San Jose, a wall higher than 2 ft above existing grade also needs a building permit and a Planning permit on single-family and duplex lots (City page, checked October 2026).
What are the alternatives to a retaining wall?
The options are reshaping the slope to a gentler angle, planting deep-rooted ground cover to hold the soil, or terracing with two or three low walls instead of one tall one. Terracing is often the answer on Los Gatos hillside lots, where the Town guideline says walls should not be higher than 5 ft and terraced walls should be at least 3 ft apart (Town hillside standards, checked October 2026).
What are the most common retaining wall mistakes?
No drain pipe behind the wall, fill dumped in one lift instead of compacted in layers, a base cut into topsoil, a block wall asked to hold a driveway or a slope it was never designed for, and skipping the permit on a wall over the city threshold. Any one of these can leave a wall leaning within a few years.
Should a leaning retaining wall be repaired or rebuilt?
It depends on why it is leaning. A wall that moved because of water or a poor base usually has to come down and be rebuilt with proper drainage, because the problem is behind the wall, not in the face. Contact us for a free on-site estimate.
What should I consider when building a retaining wall beside a neighbor's fence or on a shared slope?
Discuss the project with your neighbor before digging begins and have the property line located. On San Jose single-family lots, a wall whose retained soil carries a slope of 3:1 or steeper, a structure's footing or vehicle loads is carrying a surcharge and needs a grading permit regardless of height (City page, checked October 2026). The drainage should be designed so no water is pushed onto the neighbor's lot.
Which cities do you serve as a retaining wall contractor?
